The building itself is great and the location is close to most major routes and across the street from Surrey central skytrain station. The down side is being in the cesspool that is Surrey central. Addicts of all vices congregate here. Very noisy and busy all hours of the day and night. There is a fire hall about 400 meters away and as they are first responders the sirens are non stop. Tenants of all walks of life live here. The rentals are expensive so, if you have a car and decent job you don’t see much of the riff-raff. On the other side, many can’t afford to live here on a single or even double income. This leads to multiple people in small 1 and 2 bedroom apartments which makes living here noisy and on many occasions I found other tenants disrespectful with a sense of entitlement that is nauseous. Staff and security are friendly. The cleaners are sweethearts. The bar is overpriced, service is poor and the servers leave much to be desired. I didn’t enjoy my experience with condo living here. There are 52 floors and 7 apartments on average per floor. There are 4 elevators that often break down leaving tenants stranded. There is an in house heating called Enerpro which I never used. Never touched the dial and had a 150$ bill Monty for heating and cooling. An absolute farce and money grab IMO. I wouldn’t recommend living at 3 Civic Plaza.

3 civic plaza is built better than a lot of high rises in whalley.It’s shame there are on going litigation issues with the heating/utilities situation .Why is this building selling way lower per sq foot compared to other condos ? Because no bank is going to lend you anything with the on going litigation issues .It’s a shame because I wanted to make an offer but unless you have a cash offer , most banks are saying no. I hope the litigation goes away soon because how else can owners sell ?Plus the monthly fees to enepro are ridiculous I heard

For eveyone plan to live here, consider before move-in. They have the worst build support and service. They are 100% suparate with the hotel side, resident do not have any support or help from building staff.

Nice building, I enjoy living here. My only concern is that property management company (Barbarican) they hired to take care of the building isn’t doing the job property.1) Cleanliness of the building is far from the best. Elevators are usually messy, corridors are almost never cleaned/vacuumed. The problem is there’s just one lady who is supposed to clean 52 floor building. I lived in other condominium buildings and they were cleaned daily, corridors were vacuumed on a daily basis including weekends.2) property management can’t control schedule and times when contractors need to access units. They can literally show up anytime they want without notice, it happened to me several times.3) Back in October they told residents they are replacing some windows at the top floors which will last 3 weeks. It’s mid December and I still have ropes hanging in front of my window they all hit the window when it’s windy and we can’t sleep at night.4) They request access to units way too many times, there’s no privacy, it’s quite annoying that someone is coming to your unit every week.

Just looks good from outside.* Heating doesn't work - max you can get is 13C in winter* Cannot use more than one heater at time because that'll trip the electric connection or damage it then it's >150 bucks of expense* Expect > $300 electric bill in winter with electric heater* Using electric heater will damage outlets* Whatever I said for winter is true for summer as well because Cooling has similar issue.Cons:Management is good

I'll give you the good and the bad.The Bad:- It's pretty expensive to buy or rent, a bit too expensive.- Heating. It's too hot most of the time and too cold when it dips into the negative degrees during winter. You can even read some reviews of the attached hotel saying this. Eco-friendly" heating/cooling is not comfortable heating/cooling.- No gym/pool access for most suites. You have to pay a crazy amount to get access (like around $80-100 per month) as the hotel probably doesn't want residents in there.- Dogs/cats are allowed. That might be great for pet owners

Tallest residential tower south of Fraser. Excellent views of the city and surrounding areas. Lively and vibrant lobby with coffee shop and excellent restaurant right there. Surrey Central Station literally few steps from the building, so it doesn't matter if it's raining or snowing; super convenient! Surely doesn't hurt that it is literally right across from the 78000 sq ft Surrey City Centre Library and the Surrey City Hall - all within the 3 Civic Plaza. True safe haven within Surrey and the safest residential option for Surrey, sharing a dedicated security team with the Marriot Civic Hotel. True landmark building of Surrey, B.C.
