DMD claims to be an expert in outdoor lighting and LED conversions, but their reports on the subject show a great deal of incompetency. Factors in visual performance as simple as post-illumination pupil response and rod cell bleaching are nowhere to be found in their reports, despite the scientifically proven impact they have on visual performance under artificial lighting at night.Their work is incomplete to the point that it is useless for representing anticipated changes brought about by LED streetlighting conversions, any municipality that has worked with them to produce reports has been scammed.
