Outer Cove Lookout
I think its mostly a scenic spot to stop and admire the view. I could be wrong, but didn't really see walking trails or any real facilities. Still, starting around Marine Drive you can find lots of scenic views all along the coastline from Logan Bay thru Middle Cove, Torbay, Flatrock, out to Pouch Cove, over to Bauline, maybe on to Portugal Cove ... really you can do as much almost as you want, seeing many beautiful small harbors and bays as you like, all in one drive without really wandering far from St John's. Perfect for Townies and tourists.
