Belleville Custom Concrete

I hired this company to pour two patios at my home. I made the mistake of paying him upfront and taking him for his word. It's been 18 months and it's still not completed. At least 15 times he said he would be over to finish the job and never showed up. Last week I told him I've had enough, just forget it and I'll hire someone else (which I've done). The business that is cleaning up the mess he left said the upper patio is a 7/10 but the large one that holds our hot tub and entertaining area is a 4/10 at best.Both were supposed to be patterned concrete patios.
