Fraser Tolmie Apartments
These apartments may not be new but they are a good size, well maintained and set a lovely garden setting. The location is ideal for students or families. The tenant mix is really good representing all ages and feels like a community. But absolutely the best part of Fraser Tolmie Apartments is Anna and Suelem in the office. These ladies are absolute professionals. They treat all the residents very well, are very knowledgeable, and make business with the office pleasant. They are wonderful human beings and I truly hope their company is aware of what gems they have with these two excellent managers!

This was a great place to live when quadreal was managing the property. After Devon took over it went downhill really quickly. The building manager who is no longer there I am told, was aggressive, disrespectful and very unprofessional. I have heard other peoples stories of him threatening young women when he was caught breaking the tenancy guidelines. I wont get into details of what happened as it would take forever for write and read.My sister also lived in the building and there was black mold in the her unit and she was told that it wasn't black mold and to go buy a humidifier. Her daughter was struggling with breathing however as soon as she moved out her daughter was fine a couple weeks later. She even contacted Devon property management company managers who told her the same thing. What a joke.I could go into more details as I've heard from many other tenants how terrible they are but I would rather live with my family in my car then live in this apartment again.Think twice before renting here or anywhere Devon manages.

This place is a disaster. The building manager is never here, never answers the phone or emails ( even for emergencies). When I moved in, the fridge wasn’t working, the sink was already leaking, the blinds took 2 months to be installed and my living room’s window could not be locked (broken). Let me say that the unit I live in is suppose to be freshly renewed. There is mouses in the hallway, spiders and silver fish in the drains in the bathroom.The building manager doesn’t care about your issues, he gets very agressive when asked for help. He hangs up on your face or doesn’t pick up the phone ever. They made me pay extra fees for my rent multiple time because their website doesn’t allow international payment. So if you are en exchange student going to uvic or simply not from Canada. You will pay way more than indicated in your lease. There is flooding in the parking lot all the time, so be aware of water shut down at least twice a month. There is no cold water over night in building 2, so impossible to drink any water from the sink.The building manager also gives the key to your unit to whoever needs to do renovation in your unit (sometimes without giving out a notice to the residents) one day, I woke up with 3 mans in my apartment. I am only 19 years old and I live alone, very scary and inappropriate.The toilet stopped working twice and it took the building manager a week each time to consider my emergency.The oven is only set on baking by default and cannot be changed.The laundry room doesn’t respect the hours of closing, ending up on having to leave your clothes in the washer or dryer over night sometimes. It also charges you twice sometimes for the same batch.Anyway, stay away from this place, it is only troubles and invasion of privacy.

New management isn’t great. Building manager is never in his office to talk in person and never answers his phone/emails at a decent time and when he does he’s incredibly short (he’s hung up on me before while calling with an emergency maintenance request). Had my sink explode a couple months ago and he let us deal with it on our own for 2 days until he realized the garage was flooding too. Sink and bathroom always have silver fish crawling up drains. Now, we have mice and they’re living in the walls (I’ve asked neighbours and they have them too!) can’t get rid of them.EDIT: they have recently replaced the laundry machines which means they charge an extra $.40 for each load, but the worst part is the machines sing when they’re done and don’t stop until the person takes their load out (sometimes not even after that)- my apartment is next door to the laundry room which used to be convenient but now the singing machines keep me up at night as I can hear them in my place and you can’t access the laundry room after 9:40pm even tho it says 10pm on the door :(

Fraser Tolmie Apartments
My first week as a new resident has been delightful. The building is very clean and well maintained, the pool and sauna area is immaculate, the gardens and fountains are lovely, well cared for and serene. I was greeted on my first day by the staff, specifically Sue, with a welcome home gift. She couldn’t do enough to ensure that my move flowed easily and that my questions were answered and addressed. The unit is a large one bedroom, was very clean upon my arrival and was recently updated and painted. I am settling in very comfortably. There is a sense of community here at the Fraser Tolmie as well and I have been already delighted with the friendliness of the residents, the cleaning staff and the building management staff. There are so many amenities within a 5 to 10 minute walk(groceries, pharmacy, cafes, cleaner, banks etc.) and public transport is literally at the end of the driveway. I look out of my window and see Mount Tolmie nearby for nature hikes. I am very pleased to have taken up residence in this serene and well cared for place!

Changing my rating after Devon took over. I gave 5 stars 9 months ago and now I'm giving 1.I have been sooo disappointed since they started managing my apartment building in October. I very much miss the old management company.- The poor management started with a very poorly communicated take over, only giving residents about two weeks notice that they needed to change who they were paying rent to; many residents are elderly and were informed they now had to travel to Fort St to pay by cheque, instead of leaving it at the building office.- In under 3 months we've had at least 3 different building managers.- We can never get a response from the building manager when emailed. I have had to call a week later every time and each time the building manager has read my email, but did not bother to reply even an acknowledgement of receiving it. It took two weeks for me to just get a form to request a storage unit because I emailed, called a week later to be told he would email me a form and then I had to follow up the following week because he still hadn't sent the form. Now I'm told I can't get a unit for over a month because they're doing an audit of the building and he couldn't keep track during it, which is again just a sign of poor management and not being able to keep a basic ledger of units issued. So even though there are storage units available, it's going to take 2 months from my first request to get one. When I inquired with the old management company in the summer, they offered to get me a key for a unit within 24 hours and replied to my email within 5 hours.If you're looking at two buildings and one is managed by Devon and the other isn't, I would highly recommend avoiding Devon/Starlight Investments. They're proving to be more interested in publicity events in Centennial Square than actual quality building management.

I used to love living at this place before it was managed by Devon I’m dropping my notice off shortly. There’s so many mice the management never answers they changed hours on hot tub to close at 5. they started charging by the hour for visitor parking and removed multiple stalls. There’s also a full junkie building across the street have seen more action/crime around this place then anywhere in my life

My experience at Fraiser Tolmie has been wonderful. The landlords are lovely and attentive, the pool is clean and the neighbours are friendly. We are very happy here. The moving experience was very accommodating, especially considering we moved here from Calgary. They allowed us to view the apartment and have a friend come and collect the keys which was very convenient. The elevator was booked for us and we had more than enough time to utilize it. Upon moving in, we had a faulty plug in which they fixed the same day I brought it up. Fraiser Tolmie is a great place to live and we highly recommend looking into renting here!

Anna was amazing, she made us feel comfortable if we had any issues. One of the best places to live in Victoria, with the perfect pool , hot tub, and nature. specially the mount Tolmie view was amazing.Thank you Anna and Sue for all your support while we were residing at Fraser Tolmie, will be staying there soon. someday.

Devon properties took over and it is horrible. The building manager Gazi is rude and disrespectful. He doesn't listen to people's problems and very unhelpful. He doesnt listen to people's problems and doesnt address them. He is inexperienced and needs training of handing situations. A lot of seniors live here and they are very frustrated about how they are treated. I have been in Fraser Tolmie for 5 years and this building manager is the only one unprofessional manager like this. Devon is not paying attention to these issues.
