City Hall Underground Parkade
The 1st 2 levels at least, are reserved. I was there for the Xmas tree lighting so parking was free. I don't know the regular rate.

Well-lit and has high ceiling despite being underground. Free parking on P1 if you register your license plate at the library or city hall kiosk.Three ramps from University Dr, 104 Ave and through Civic Plaza.
