went in looking to have a battery rebuilt, after waiting 20 minutes for a quote... he returned and told me it would cost 3 times the price of a new genuine replacement.. how do these guys get any business?

I have bought many Panasonic brand UPS replacement batteries from Galaxy over the years. They are more expensive than the generic replacement batteries from Amazon, but cheaper that APC branded batteries and last a couple years longer than the original APC batteries.Galaxy has always had stock and have not made billing errors.
