Saint-Jacques dam (Barrage Saint-Jacques in French) was built in 1983s in response to an Ice Jam Flood (IJF) event. The ICS is a concrete gravity weir with 7.2m in height and 49.5m in length, equipped with 5 openings. Two of the opening can be operated by tilting gates; three have stoplogs . The ICS reservoir can increase the stage level by more than 2 meters and lower the velocity, making a stable ice cover in the freeze-up season and reducing the frazil ice production, reducing the risk of IJF. The other purpose of building this structure is to stop the ice pans/rafts in midwinter and break-up season (Lafleur et al., 2021). It is proven that the ICS in most conditions mitigates the IJF, but it cannot keep all upcoming frazil, and in severe conditions, it fails (Lafleur et al., 2021).
