Looks like the place is grossly understaffed and is totally inefficient. For three years, they still haven't updated my address in the system but to the person who complained about the staff not able to speak English, please understand that Québec is not a bilingual province. It only has one official language and that is French. So all institutions especially governmental institutions are not obligated to speak any other languages including English except French. English is only provided as a courtesy. And it is only in Montréal that you will have English spoken to you. If you go further east to Québec City, you will hear only French so be grateful that people are trying to make an effort to accommodate you when they don't really have to. Learn some French!! The government spends hundreds of millions of dollars each year providing free French language classes to newcomers.

Guy who i spoke to had broken english so bad that I couldn't understand a single word they were saying. When I asked him to speak more clearly, he got mad about it. Please hire some formal english speaking staff... this was disappointing.
