If you ever need to contest an abusive procedure by a shady notary DO NOT go through the conciliation offered by the CNQ. It is a pseudo-court: presided by notaries that will essentially side with its paying members (notaries). As a member of the public, you will be the weak party. The best part is that their verdict is not contestable. I almost forgot, the second-best part is that the CNQ will charge you for this charade (~$1,000, in my case). A sad farce. So, please do yourself a favor, avoid this trap and get legal advice from a lawyer or if the disputed amount is under $15k, you can take your notary to small claims, a real court, with a real judge, where you will have a fair audience. In retrospect, it appears that the CNQ conciliation prevents legal exposures to its paying members by avoiding a fair trail without appeal. I wish I had this advice before going through the process.
